Was Antonescu's Romania after January 1941 a fascist regime?

The regime destroyed the fascist movement and then committed the crimes the movement had preached.

The affirmative case: Antonescu kept the Legion’s antisemitism while shooting its leadership, ran a leader cult, fought Hitler’s war to the end at Stalingrad, and organized deportation and massacre as state policy. If eliminationist practice in Axis harness does not qualify a regime, the category has been defined into uselessness.

The mainstream classification: a military dictatorship of the traditional authoritarian type, generals, gendarmes, and bureaucrats, with no party, no mass mobilization, and its fascist movement in prison or exile. Its crimes were enormous, and they were the crimes of a state apparatus, not of a revolutionary movement. Classification tracks structure, and the structure after January 1941 was Franco’s, not Mussolini’s, pursued with vastly greater murder.

Romania before and after January 1941 is the controlled experiment the rest of the catalog lacks: same country, same war, same antisemitic policy current, with the fascist movement present in one period and destroyed in the other. It demonstrates two things at once. Tier assignment must track dates, not countries. And the scale of a regime’s crimes and its position on the fascism question are independent variables, which is why this site keeps repeating that “not fascist” is not a moral defense. Nowhere is that clearer than here.
