Italy: the original, 1919 to 1945

Italy is where the word comes from and where every definition starts. The case rewards close attention because almost every popular assumption about how fascism takes power is contradicted by it.

Movement, 1919 to 1922

Mussolini founded the Fasci Italiani di Combattimento in Milan in March 1919, a movement of veterans and national syndicalists that polled almost nothing in its first election.claim type: fact What transformed it was not its program but its utility: from 1920, squadrist violence against socialist unions, cooperatives, and local governments in the Po valley made the movement indispensable to landowners and industrialists frightened by two years of strikes and occupations. The seizure that was not a seizure

The March on Rome in October 1922 was choreography: the king declined to sign the martial-law decree, and Mussolini was invited to form a government while the squads were kept outside the city; he arrived by sleeping car.claim type: fact He then governed for over two years as a coalition prime minister inside the constitutional order. Only in January 1925, after the murder of the socialist deputy Giacomo Matteotti nearly brought the government down, did Mussolini claim responsibility, and during 1925 and 1926 the laws that built the dictatorship followed: opposition parties dissolved, press controlled, local government appointed, a political police created.claim type: fact The gap between the March and the dictatorship matters: the regime was built legally, incrementally, and with the cooperation of institutions that believed they were containing it.

The regime

The regime’s radicalism was real but bounded: monarchy, church, army, and business survived as semi-autonomous powers. The Lateran Pacts of 1929 settled with the church; the 1938 racial laws, imposed in alignment with Germany, marked the late radicalizing turn.claim type: fact Ethiopia in 1935 and 1936 delivered the empire the myth demanded, at the price of isolation and dependence on Berlin.

Collapse and Salò

The war destroyed the regime from within: in July 1943, after the Allied landing in Sicily, the Grand Council and the king deposed Mussolini in a palace coup.claim type: fact German rescue installed him in the Italian Social Republic at Salò, a German-dependent rump state whose ideology swung back to the movement’s radical beginnings while its territory hosted civil war and deportations.claim type: fact The regime that had come to power by invitation ended as an occupier’s instrument.
